The Pension Fund has been accepting family applications for paying for kindergarten and school services of individual entrepreneurs with maternity capital since August 15. From now on, parents can spend maternity capital on education of their children by private teachers or on child care services of agencies and nannies operating as individual entrepreneurs. Previously, maternity capital could be spent on such services only if they were provided by legal entities.
Please note that maternity capital can be spent on services provided by individuals on two conditions. Firsts of all, the service provider needs to have the status of an individual entrepreneur. The self-employed status will not be enough in this case. So, maternity capital cannot be spent on services of a private teacher who, for instance, pays a professional income tax or a person without any registration whatsoever.
The second condition is that the entrepreneur has a state license for the provision of education services. This is necessary for spending the funds on education and child care either in a private school or a private kindergarten, and for paying for individual lessons or for nanny services.

For families, the payment for services of entrepreneurs practically does not differ from the standard use of maternity capital on education or care services. Parents need to submit two documents to the Pension Fund: the application and the agreement signed with an individual entrepreneur, which indicates the cost of services. The documents can be submitted at client services of the Pension Fund and multifunctional centers that offer maternity capital services.
It is also possible to file an application on the public services web portal or the Pension Fund website. However, in this case, the certificate holder will have to present the Pension Fund with the agreement original, as, in contrast to schools and higher educational establishments, individual entrepreneurs do not exchange education agreements with the PFR. Fund specialists will verify the registration as an individual entrepreneur and the availability of the license for the provision of education services on their own, via interdepartmental channels.
Families can spend maternity capital to pay for services of a private kindergarten, a nanny or preschool education as soon as the child, who gives them the right to maternity capital, is born. The funds can be spent on general and additional education after the child turns three. In both cases, the money can be spent on any child in the family.
Please note that education of children is the second most popular way of spending maternity capital, after the improvement of living conditions. More than 82 billion rubles have been spent on payments for kindergarten and school services to date.
